    From April 2025, MediShield Life will be enhanced progressively with better coverage and higher claim limits. These enhancements ensure it continues to fulfil its key mission to fully cover nine in ten subsidised bills in public healthcare institutions.     Part 1: What is MediShield Life

    MediShield Life is our national basic health insurance scheme. It provides lifelong, universal, and affordable protection for:

    • Singapore Citizens and Permanent Residents
    • Receiving subsidised treatment in Class B2 or Class C wards in public hospitals, or
    • Accessing subsidised outpatient or day surgery care in public hospitals.

    With MediShield Life, you will pay for

    • Deductible, which is a fixed cost of up to $3,500 per policy year, and
    • Co-Insurance, which is up to 10% of the remaining bill after deductible.

    Both components can be paid using CPF MediSave, up to the withdrawal limits.

    Part 2.1: Increase in Inpatient and Day Surgery Claim Limits

    Both inpatient and outpatient treatment limits have been raised to help MediShield Life continue covering nine in ten subsidised bills.

    Part 2.2: Increase in Policy Year Claim Limit

    The policy year claim limit will be raised from $150,000 to $200,000. This protects you from the exceptionally large hospital bills.

    Part 2.3: Increase in the Inpatient Deductible

    The inpatient deductible will increase by up to $1,500. This keeps the coverage focused on larger bills and moderate the extent to which premiums need to increase.

    Part 2.4: Revision of the Pro-Ration Factors

    Pro-ration factors determine the amount MediShield Life will take into account for its claim computation. To prevent cross-subsidisation of private bills by subsidised bills, the new pro-ration factors will reduce coverage for private and non-subsidised care.

    Part 2.6: New Outpatient Treatments and Home-Based Medical Care

    To enable access to more convenient care options beyond the traditional hospital settings, MediShield Life will expand the coverage to several new outpatient treatments and home-based medical care.

    Part 2.7: Coverage for High-Cost Treatments

    From October 2025, MediShield Life and MediSave will cover:

    • Cell, Tissue and Gene Therapy Products (CTGTPs)
    • High-cost drugs for blood disorders and childhood conditions.

    The claim limits will be sized to fully cover two in three subsidised patients. This ensures access to life-saving therapies.

    Part 2.8: Outpatient Deductible

    From 1 January 2026, there will be a new outpatient deductible of $500 per year. This ensures MediShield Life remains focused on larger bills.

    Part 2.9: Increase in Inpatient Deductible

    The second phase of the increase in inpatient deductible will occur on 1 April 2027.

    Part 2.10: Decrease in Co-Insurance for Outpatient Treatments

    For outpatient treatments, co-insurance will be tiered between 3% and 10% This makes large outpatient bills more affordable.

    Part 2.11: Adjustment to Premiums

    Over the next three years (April 2025 to March 2028), your MediShield Life’s premium will increase by an average of 22%.

    Part 3: Premium Subsidies & MediSave Top-Ups

    Over the next three years, the Government will provide additional financial support to offset the increase in additional premiums. The following table summarises the offset package:

    I believe it is a good time to reassess whether your existing health insurance policy still suits your needs. Ask yourself the following questions:

    2. Can you afford your health insurance premium for the next 20 to 30 years, especially after retirement?
    3. Do you anticipate a spike in healthcare usage?
    4. Do you have sufficient savings in your MediSave account?

    If you have a private integrated shield plan, you should also take this opportunity to reevaluate whether it still meets your healthcare needs.
